Changing speed during a dribble is mainly used to get the defender out of balance. A sudden change in speed can surprise a defender, allowing a free lay-up or a shot, for example.
As an attacker you have a big advantage, you know what you are going to do! The defender can only respond to what the attacking player does. As an attacker without the ball, keep moving with different speeds to ensure that you are free and open to the ball. As soon as there is a possibility to get the ball and score, sprint at full speed towards the basket to receive the ball.
Even if you have the ball as an attacker, try to maintain different speeds continuously to bring the defender out of balance. Reduce your speed to overlook the playing field or dribble at high speed along your defender.
